Programme Management Consultant, Education Sector – Accompanying Measure for School Construction

Within the framework of German - Jordanian Cooperation, the Government of Germany, through KfW, continues to support the efforts of the Government of the Hashemite Kingdom of Jordan to further improve and develop the country’s education sector in respect of the design and construction of school infrastructure throughout the country. The Hashemite Kingdom of Jordan (hereinafter called “Recipient”) receives financing from KfW Development Bank (“KfW") in the form of a grant toward the cost of Consulting Services under the Accompanying Measure for a Programme Management Consultant for the project implementation of the “School Construction Loan”. The Ministry of Public Works and Housing (MPWH) is acting as the Project Executing Agency (PEA) for the Recipient and is referred to as the “Employer”.

It is intended to contract consulting services for a Programme Management Consultant (PMC), who would, via the Ministry of Public Works & Housing (MPWH) support, train, and assist all actors to be involved in the design and construction of schools under a new School Construction Loan (totaling EUR 100 mill – BMZ Nr. 2019.96.021 and divided into two tranches of EUR 50 mill each). Thus, training will be accorded not only to staff at both the Ministry of Public Works and Housing (MPWH) and the Ministry of Education (MoE), but also to the (up to five) competent and experienced consulting firms, which will be appointed as Implementation Consultants (IC) by MPWH. The first tranche was signed in 2021 and the second tranche is estimated to be signed in 2023.

Requested Services:

The Programme Management Consultant (PMC) shall assist, support, guide, and train MPWH-staff in all aspects related to their tasks whilst they remain responsible for the construction of new school infrastructure – which is to be handed over to MoE upon its completion. The PMC will need to provide a wide range of services, still to be further defined, in respect of, inter alia:

1. Project Management Services, to DIN 69901 or US PMBOK Guide-Standards – or similar to national and KfW requirements.
2. Organisational, structuring, communication and training management.
3. Assessment, co-ordination, and collaboration with other donor activities.
4. Capacity Building through a) know-how transfer, b) specific training, c) process and guidance development.
5. Tendering of identified additional services related to capacity building financed under the Accompanying Measure.
6. Tendering of identified additional services related to the School Construction Loan, financed under the SCP Loan.
7. Monitor and support in construction and site supervision.
8. Taking on parts of the role of FIDIC Engineer - in the interest of the Employer.
9. Disbursement management.
10. ESHS compliance.
11. Monitoring and reporting of the Programme.
12. Equipment and software support – as may be required.
13. Assistance and support in other issues relevant for the Programme’s implementation and other duties of the MPWH in relation to KfW.
