Consulting, Financing/Institutional Specialist and Engineering Specialist

Requested services:

The Objective of the Experts’ services included under this Project are, as a member of the City of Windhoek (PEA) Project Implementation Unit (PIU), consisting of a CoW Project Manager and technical team, the provision of a (i) Financing/Institutional Specialist and (ii) Engineering Specialist to assist the CoW PIU with the successful implementation of the GWWTP and OWWTP Upgrade & Extension Project and coordination and support with the additional Direct Potable Reclamation (DPR2) Project, which is implemented in parallel by NamWater (or by the City of Windhoek). The overall aim of the assignment is to provide assistance and possibly train the PIU (if so required) in all matters relevant for the implementation of the above mentioned projects, including, but not limited to, procurement documentation and facilitation of implementation, technical and financial approvals, contract clarifications and awards, ESHS/OHS management / administration, stakeholder coordination / management, reporting, staff and consultant / contractor coordination, meetings, risk identification / mitigation, etc.

The intermittent services of the Financing / Institutional and the Engineering Experts, respectively, over a period of up to five (5) years (60 months), will be required over the following phases of the project:

• PHASE 1: Project Preparation

  • P.1.1 Financial Project Preparation;

  • P.1.2 Consultancy Services for conceptual/detail design, bid documentation, market sounding for the procurement of an EPC/DB(O)-contractor;

• PHASE 2: Project Implementation

  • P2.1: Consultancy Services for the supervision and contract management;

  • P2.2: Initial Design, Build phase of the projects up to commissioning

Concurrently with this assignment, other consultants will be engaged with the implementation of NamWater’s (or City of Windhoek’s) DPR 2 Project, which is closely interlinked with this GOWWTP Project.

A Steering Committee has been established to coordinate the projects of the two entities, and it is the Experts’ duty to support the Steering Committee and to ensure close coordination of all activities.
