Consulting Services, Regional Technical and Vocational Education and Training (TVET) Hubs with a sectoral focus

Project Objectives

• The objective of the project FCTI is to set up Centres of Competence (CoC), regional technical and vocational education and training (TVET) hubs with a sectoral focus. The MoETE will implement the FCTI in three phases. Phase one provides for establishing a batch of up to three CoCs. The phases 2 and 3 provide for establishing additionally 3 batches of up to 9 CoCs. A project management consultant (PMC) will support the MoETE in the implementation of phase 1 (base services) of FCTI. The MoETE will decide on commissioning the services of the PMC for the phases 2 and 3 (optional services) at its discretion and considering the consultant’s performance during the base services.

Brief Description of the Contract:

• The PMC will implement at least the following measures:

1.    Develop operational and management concepts for the COCs, including training, capacity-building, administration, governance, and maintenance aspects in coordination with GIZ. 

2.    Develop public-private partnerships agreements between CoCs and private sector partners.

3.    Develop terms of reference, architect’s briefs, and equipment specifications and manage the procurement of all project requirements, including but not limited to design and site supervision services for construction, works and training equipment.

4.    Manage the above contracts, including but not limited to contract administration, acceptance of deliverables and invoices.

5.    Support the CoCs in the implementation of the training and operational concepts.

6.    Carry out all required project management tasks including but not limited to financial project administration and reporting.

7.    Collect baseline data and carry out continuous monitoring and evaluation of the project outputs and outcomes.
8.    Provide expertise and carry out assessments of the Egyptian labour market and TVET sector and its developments to identify viable opportunities for the selection of further batches of CoCs (as part of the optional services).
