Brief description of the Contract:

With the adoption of the National Renewable Energy Action Plan (NREAP), Bosnia and Herzegovina has increased its compliance with the requirements of Directive 2009/28/EC. Accordingly, the existing strategic development of the energy sector of Bosnia and Herzegovina foresees that the binding renewable energy target will be exceeded, reaching 43 % in 2020.

The Project Executing Agency (PEA) Elektroprivreda Republike Srpske (ERS), is a state-owned power company organized as a holding in Republika Srpska, Bosnia and Herzegovina and the second-largest power utility in Bosnia and Herzegovina. ERS’s subsidiaries are responsible for the production and distribution of electrical energy in the entity of Republika Srpska (RS) in Bosnia and Herzegovina. ERS is now interested in expanding their generation capacity by implementation of wind farms. The project site Hrgud is one out of five potential sites in RS that has been selected by ERS for the implementation of a further wind power project.

Under the Bosnia and Herzegovina - German Financial Cooperation, the Federal Republic of Germany through KfW Development Bank would provide a loan of up to 60 million EUR to the Bosnia and Herzegovina Government for the installation of an approx. 50 MW wind farm including required electrical facilities and infrastructure for project implementation.

The overall budget estimated for consulting services (Technical Assistance, TA) is up to 2,500,000.00 EUR.

The development objective of the Project is to increase the share of Renewable Energies in the power mix of Bosnia and Herzegovina and to improve the economic situation in the region.

Requested Services: This advertisement for prequalification refers to the services to be rendered and financed under the TA. The Consultant shall mainly cooperate with ERS in the successful implementation of the project.

The duties shall comprise but are not limited to assistance in the following areas:

- Support of ERS in the framework of various measures during preparation and implementation of the Project such as development of preliminary design concepts, procurement of goods including preparation of bidding documents and evaluation of submitted bids.

- Monitoring and supervision during project implementation including verification that the equipment supply, the civil works and installation contracts as well as environmental, social, health and safety measures are fulfilled in accordance with their stipulations.

- Support of ERS in acceptance testing and claim management.

- General programme support, including reporting.
