Consulting Services, Policy-based Lending in the Vocational Education Sector

Brief description of the contract:

KfW Development Bank in cooperation with the Asian Development Bank intends to support the Indonesian government in their recent effort to reform their TVET system with a Policy Based Loan (PBL). The PBL shall comprise a set of measures and reforms supporting the objectives of the Indonesian Government to revitalize their national TVET system and implement their comprehensive reform agenda.

Requested Services:

Consulting Services for the Preparation of the envisaged Policy Based Loan “Human Capital Development” with focus on Technical Educational Vocational Training (TVET) in Indonesia

The Expert(s) shall support the preparation of the reform financing of the Indonesian TVET Sector. This includes a review of relevant documents, institutions, and policies, the analysis and assessment of available options for reform financing, development of first outlines of the policy matrix with up to 3 impact indicators, and if possible accompanying measures.

Emphasis of the assignment shall be on developing a sector overview that summarizes current reform efforts of the Indonesian government and analyses them in terms of feasibility, timely implementation, effectiveness and visibility.
