Consulting Services for Implementation, Promotion of Employment

Brief Description of the Contract:

During the 2021 government negotiations, the German Federal Government, represented by BMZ, committed grant funds towards sustainable employment generation. The overall Development Cooperation (DC)-Program objective (Impact) is to contribute to a quantitatively, qualitatively and institutionally improved employment situation in the Palestinian Territories as to foster economic well-being and employment perspectives for all Palestinians. The Project objective is job creation for an improved employment and income situation in the Palestinian Territories (outcome). The Implementation Consultant’s (IC) assignment is to provide assistance to the PEF to ensure an effective realisation of the Project with the following main components (to be treated
indicatively) and the respective target groups:

• Component 1 (C1): Wage Subsidy
• Component 2 (C2): Capacity development (CD)

The Project is designed for approximately 3,000 beneficiaries, namely unemployed Palestinians across the West Bank, East Jerusalem and Gaza, with a focus on vulnerable groups, especially women, youth and PWD.
