Fund Management Services (Clean Energy and Energy Inclusion for Africa (“CEI Africa”) Foundation

Brief description of the Contract:

The Project concerns the management of the „Clean Energy and Energy Inclusion for Africa” (“CEI Africa”) Foundation which will be established by KfW in the Netherlands in accordance with Dutch Law by mid-2021. The main objective of the Foundation is to increase access for households, municipal institutions and businesses in Sub-Saharan Africa to affordable and clean off-grid electricity from renewable sources. In furtherance of this goal, the Foundation will provide a combination of debt funding and results based grant financing.  

Requested Services:

• The foundation manager to be selected through this tender procedure shall provide a comprehensive array of services that are required for the management and administration of the Foundation on a day-to-day basis, including but not limited to the following areas: (i) portfolio development and asset management; (ii) definition and allocation of results based financing instruments; (iii) risk management; (iv) impact measurement and reporting; (v) compliance-related tasks; and, (vi) financial, operative and general  management of the Foundation; as specified further in Section 1.6.1 of the Special Provisions of the Pre-Qualification Document.
