Consulting Services for Implementation of Risk Guarantee Instruments Project

Requested Services:

Under the Financial Cooperation framework between the Governments of the Arab Republic of Egypt and the Federal Republic of Germany, the aforementioned project will fund the following two pillars - both through grants:
• Guarantee Facility: Funding for guarantees to secure loans to Egyptian Small and Medium Enterprises (SMEs). Credit Guarantee Company extends the guarantees for SME-loans of commercial banks in Egypt. 
• Accompanying Measure: Consulting Services via the Implementation Consultant and procurement of IT-software (guarantee management and workflow system).

The objective of the Project is to improve the sustainable access and gender-neutral utilisation of a needs-based offer of financing to bankable SMEs in Egypt. The Guarantee Facility aims to foster the provision of loans by banks for SMEs through risk-sharing. This is expected to result in improved access to financial resources for SMEs, thus enabling investments, growth and employment. To add value, the objective is to incentivize loans to underserved segments that otherwise might not materialize such as Women-led SMEs, Youth-owned SMEs, Start-ups and innovative SMEs and Green Businesses / environmental improvements.

Tasks:
• Managerial support (incl. governance),
• Financial guarantee support (incl. product development),
• IT & Digital systems support (incl. procurement for core guarantee & risk management system)
• Introduction of the KfW Sustainability Guideline (incl. E&S Management System)
• Project impact assessment
