Consulting Services to Support OSHEE in the Implementation of Accompanying Measures

Project:

• Operatori i Shpërndarjes së Energjisë Elektrike Sh.a (OSHEE) seeks to strengthen its organizational structure and operations to support the expansion and modernization of Albania's electrical system. This effort addresses the country’s need for improved electricity infrastructure and greater energy efficiency under the Investment Program for Electricity Distribution I. The program is expected to complete its first three components by the end of 2026, which include the modernization of the SCADA system, upgrades to distribution and dispatch systems, the construction of new substations, and the expansion of the medium-voltage grid. 

  The program includes Accompanying Measures to support OSHEE/Operatori i Sistemit të Shpërndarjes sh.a (OSSH). These measures are designed to establish national and regional dispatch centers, provide training for staff at all levels (including management), and implement and manage SCADA and other IT-integrated systems. They also focus on reviewing and improving the organizational structure, enhancing management practices, aligning operations with KfW and World Bank standards (including Environmental and Social Standards), and facilitating the transition to automated network management.

   

Requested Services:

• The main objective of this assignment is to hire a consulting firm to provide technical and operational support to the Project Implementation Unit (PIU) and the management of OSHEE/OSSH. This support will ensure the successful implementation of the Accompanying Measures.
