Consulting Services for SME and Trade Finance - Accompanying Measures

Requested services: 

The project management unit (PMU) for the GAF shall be supported – during a period of 1.5 years - in optimizing its business processes (in particular as concerns selection of eligible partner financial institutions (PFIs), monitoring of program implementation by the PFIs), but also in terms of audit procedures and reporting. To this end also organizational structures, including decision-making rules of the GAF PMU shall be analysed and improved, job descriptions refined, etc.

Both “target groups”, i.e. GAF PMU and the PFIs refinanced by GAF (currently 16 banks and 12 credit organisations), shall be supported in establishing and/or improving environmental and social management systems (ESMS), eventually allowing the GAF to produce convincing and credible reports on also its ESG impacts. Establishment of data-driven ESMS, covering at least key indicators of energy consumption and CO2 emission reduction is a key target.

The PFIs shall receive workshop based trainings in all key areas of ESG, like climate risk assessment, governance and socially-responsible finance. Furthermore, the consultant shall support GAF PMU in setting up a long-term format of learning and knowledge exchange for the sector (GAF and PFIs).
