Project measures:

The German Financial Cooperation through KfW intends to provide financing for the greenfield 150 MW Photovoltaic Power Plant EPHZHB 1” (the “Project”) in the location „Dubrava 2“, Hodovo, in the municipality of Stolac. EPHZHB (the “Employer/PEA”) has prepared a conceptual study for the Project. Furthermore, detailed studies of topographic, climate, geotechnical, grid connection and other parameters exist for the wider project area.

Requested Consultant Services:

The overall objective of the Feasibility Study and Optional Implementation Consultant is to ensure the successful and timely investigation, study, analysis, conceptualization, design and implementation for the Photovoltaic Power Plant (PVPP) EPHZHB 1. The Services shall include the following:

• Review existing studies and surveys
• Elaborate a technical feasibility study including review of preliminary design of the plant prepared by the Employer
• Financial and economic analysis
• Conceptual design
• Prepare an ESIA in accordance with the KfW Sustainability Guideline /WB ESF. The ESIA includes an ESMP as well as a Stakeholder Engagement Plan (SEP) and Grievance Mechanism (GM)
• Preliminary technical and economical assessment of integrating a hydrogen production component into the project

In case of a positive appraisal and commitment of financing for the Project through the German Government as well as a good performance of the Consultant, the following optional services funded by KfW supporting the implementation of the Project may be awarded:

• Support the Employer in tendering of plant (FIDIC Yellow Book) and other works
• Review of the detailed engineering design submitted by the EPC-Contractor
• Support the Employer in supervision of works, handover, commissioning and project closure
• Support the Employer in monitoring ESHS compliance
• Support the Employer in the management of the Project including disbursement management, reporting, impact monitoring and project closure
