Consulting Services, User Associations for Water Supply and Basic Sanitation of the State of Ceará

The Project: 

SISAR is a community based, non-profit federation of user associations for water supply and basic sanitation in rural areas of the State of Ceará. SISAR’s user associations are located in the same hydrographic basin, and technically supported by the Company for Water and Sewage of Ceará - CAGECE. Currently, there are 8 SISARs. The SISAR Institute, maintained by SISARs, fosters sustainability activities of its affiliates.

Brief description of the Contract:

In the context of the State Program “Águas do Sertão” (funds from the Government of the State of Ceará and a credit from KfW) technical assistance (T.A.) will be provided to SISAR and the SISAR Institute through a financial contribution from the European Union (Latin American Investment Facility – LAIF), channeled by KfW. The requested consulting services will address the structure, organization and operating procedures of the SISARs and SISAR Institute and questions detailed in the Pre-Qualification Document, such as: legal framework, organizational development, water/sewage service pricing, channels of communication and user relationship, dissemination of the SISAR model.
