Consulting Services, Knowledge Sharing Platform for Green Sectors

Brief description of the Contract:

The Technical Assistance Facility for Green Promotional Loans ("TAG-China") is financed by the European Union (EU). The Dialogue Component (DC) of TAG-China will support the PEA in establishing a knowledge sharing platform for the green sectors, in particular forestry and forestry related sectors, in China ("Green Sectors in China") between relevant and interested stakeholders including the European Union (EU) as sponsor. The DC will focus on the core areas of sustainable forest management (SFM) including climate change mitigation and adaptation, biodiversity conservation and preservation of ecologically important wetlands. The project will promote an active stakeholder dialogue within a network of professional project partners who discuss and exchange project experiences and lessons learnt, and develop proposals and policy recommendations to support relevant authorities to make the regulatory framework more suitable according to the principle of sustainability and internationally acknowledged environmental standards.

Requested Services:

• General project management including operational and financial planning, project administration, and technical steering of project implementation;
• Monitoring and supervision of financial management, procurement and disbursement procedures according to KfW regulations;
• Establishing a communication platform for a professional network of investment projects in the green sector in China;
• Preparing, planning, organizing and implementing stakeholder events of high visibility and national and international study trips to promote a targeted stakeholder dialogue and facilitate discussions and information exchange;
• Analyzing, evaluating, formulating and submitting proposals for policy recommendations and amendments to the regulatory framework in the core working areas;
• Designing and implementing a visibility and communication plan to emphasize the role and function of the European Union as donor agency for the project;
• Developing and implementing a Monitoring and Evaluation framework to measure project progress, financial disbursements and project impacts
