Consulting, Project Management and Monitoring (Program for the National System of Protected Areas and National Program for the Management of Biodiversity and Water Resources)

Brief description of the Contract:

The Support Program for the National System of Protected Areas (PASNAP II) covers the financing of investments to improve the management of selected marine-coastal protected areas (MCCAs) in the Republic of Ecuador. The 19 continental AMCPs make up a network. The Project's investments will be concentrated in five (5) AMCPs, called emblematic areas, in three (3) mosaics, in the north, center and south of the country. In addition, activities that benefit two (2) adjacent areas in these mosaics will be supported, as well as activities that strengthen the AMCP network as a whole.

The National Program for the Management of Biodiversity and Water Resources "Programa Paramos" encompasses the protection of mountain ecosystems to preserve their biodiversity and water resources and other ecosystem services as a means of livelihood, especially for the rural population of the Andes. The objective of the Program is to strengthen participatory mechanisms for the effective conservation of biodiverse mountain ecosystems that provide important ecosystem services to local populations.

The Services requested within the framework of this tender are the consulting services to provide support to the Ministry of the Environment, Water and Ecological Transition of Ecuador in: - Provide general and specialized advice to the Program management team in the planning, implementation and supervision of the Programs; - Support the implementation of the Programs in compliance with environmental and social standards; - Supporting, advising and approving different documents relevant to the execution of the Programmes (terms of reference, bidding rules, award processes, contracts and payments, disbursements, among others), complying with KfW's administrative procedures.
