Consulting, Risk Seed Capital Program for MSMEs

Brief description of the Contract:

The “DINAMICA” initiative is executed by CABEI with a comprehensive approach to promote entrepreneurship, micro, small and medium-sized enterprises (MSMEs) and innovation in Central America and the Dominican Republic. The Initiative has the financial support of the Government of Germany (through KfW), the European Union “EU” (as part of its Investment Facility in Latin America, “LAIF”) and CABEI. The Initiative includes the following instruments:

• Technical assistance
• Risk Seed Capital
• Credit 

The general objective of the DINAMICA Initiative is to promote business and private sector development to generate employment and income, and therefore contribute to economic development and poverty reduction in Central America and the Dominican Republic.

The Regional Risk Seed Capital Program is part of the DINAMICA Initiative and is financed by LAIF funds at the regional level and from the EU's Special Window of El Salvador, as well as resources from CABEI for the Dominican Republic.

Consulting services requested:

Interested consulting firms, associations, consortia or joint association can submit an application to participate in the tender for consulting services (regional operator) to support CABEI in the design and implementation of the Regional Risk Seed Capital Program and the procedures tendering and awarding of contracts.

The consulting services include the following relevant points:

1. Verify compliance with the selection criteria of the final beneficiaries and participate in the pre-selection process.
2. Support in the formation of the Entrepreneurship Advisory Council.
3. Active participation in the processes of calling to entrepreneurs.
4. Transfer and ensure the use of risk seed capital funds to beneficiary entrepreneurs.
5. Constantly work on monitoring the projects of entrepreneurs who win risk seed capital.
6. Monitor and validate the two indicators of success of the entrepreneurial beneficiaries of risk seed capital.
7. Support in the development of an operation concept, including an operational, environmental and social management plan.
