Project

The Employer Himachal Pradesh State Electricity Board Ltd (HPSEBL) plans to implement the construction of four Hydro-Electric Power Plants (HEP). All four small HEPs, namely Devi Kothi HEP (16 MW), Hail HEP (18 MW), Sai Kothi I HEP (15 MW) and Sai Kothi II HEP (18 MW) are designed as run-of-river schemes in the Chamba District in Himachal Pradesh.

In the framework of the implementation of these four HEPs HPSEBL has expressed its interest in consulting services to support and strengthen HPSEBL in the strategic development, implementation, operation, and maintenance of sustainable hydropower. The services shall be linked to the implementation of the above hydropower projects financed by KfW in Himachal Pradesh under the Hydropower in the Himalayas Program.

Requested Services:

The Accompanying Measures shall be divided in two parts which have to be coordinated by the Consultant:

Part 1: Support in Strengthening of Environmental and Social Performance and Supervision of Implementation of LARAP

The Project considers the construction of the four HEPs where environmental and social impacts can be significant. Impacts on aquatic biodiversity can be significant since the longitudinal connectivity of the rivers is obstructed by the diversion structure/ water intake as well as the reduced amount of water in the dewatered reach between water intake and powerhouse. In addition, impacts due to economic displacement of project affected persons can be significant. Accordingly, the Project has been categorised by KfW as category B+ according to the KfW Sustainability Guideline. For each of the four HEPs inter alia an ESIA, ESMP, and LARAP has been developed as well as a stand-alone SEP. As a support to HPSEBL for implementing the management plans, a Project Implementation Consultant (PIC) will be hired. In addition, an Accompanying Measure is planned to strengthen the overall capacities of HPSEBL towards hydropower development including the strengthening of environmental and social aspects which is included in this assignment.

Part 2: Strengthening in the Strategic Development, Implementation, Operation and Maintenance of Sustainable Hydropower

The required consulting services comprise capacity building measures to strengthen HPSEBL’s project preparation capacities, to improve environmental and social compliance, and to implement a work safety and health protection process. Training and lecturing shall be complemented by the development and hand-over of a Learning Management System (LMS) and Knowledge Management System (KMS) for the hydropower sector within HPSEBL. As a result of the services, HPSEBL shall be strengthened in its role as project planner and decision maker for hydropower projects following international standards.

The services shall also include expert assistance to HPSEBL for fulfilling their reporting duties (e.g. on project progress, etc.) to KfW.

The consultancy services shall be carried out in close consultation with HPSEBL and KfW in all aspects of the assignment.
