Consulting Services, Implementation of an Operational and Scientific Center for Fisheries Monitoring

Brief description of the Contract:

• Consultant services for the sustainable planning, implementation and equipping of the infrastructure measure (above mentioned) as well as assistance to the project owner and future operator of the infrastructure.

  The COS will include, under the supervision of the MPEM, the infrastructures of the headquarters of the Mauritanian Coast Guard GCM, the headquarters of the Mauritanian Institute of Oceanographic Research and Fishing IMROP and a conference centre. The project is planned to be implemented over a period of 3 years, starting with the award of the contract.

  It is the ambition of the project to achieve a "best practice" infrastructure on sustainability of construction and maintenance, well adapted to the harsh climatic conditions of NOUADHIBOU, by reducing the consumption of resources and energy in the implementation and operation of the infrastructure. For this purpose, an architectural competition will be included in the awarding process.

  A Project Management Unit (PMU) will be set up during the implementation which will be composed of representatives from GCM and IMROP (both institutions do not have expertise in construction) and the consultant who will assist the PMU, accompany the two institutions and thus ensure the capacity of action of the client.
