Consulting Services, Implementation of Irrigation Projects

Project Objective:

The rehabilitation and construction of the irrigation schemes (IS) of Straishte, Konjsko and Pepelishte and the Hydrosystem (HS) Lisiche situated in the Vardar Valley south of Skopje shall improve the living conditions of the agricultural population in all four sub-project areas.   

Brief description of the Contract:

The requested services are for the implementation of IS Straishte and HS Lisiche.

All services are to be provided by “Implementation Consultants” (IC), viz. a team of international and local experts and specialists in the irrigation and agricultural infrastructure sector (engineers specialized in planning, design, tendering, con­struction supervision, etc.) and by other professional and administrative support staff. Efficient quality control and project management as well as back­stopping services shall be made available through support to the PEA as follows:

• Preparation of detailed designs;
• Support to the PEA in preparation and implementation of the Tender Process of the construction works and supplies in compliance with (i) the Procurement Guidelines and (ii) the environmental and social standards;
• Monitoring and supervising the construction works and supplies, including support during the defects notification period;
• Planning, preparation and implementation of social and environmental activities related to the investment measures;
• Approval and Monitoring of ESHS (Environmental, Social, Health and Safety) related activities by the contractors, monitoring of implementation of ESMMP (Environmental and Social Management and Monitoring Plan) by the contractor;
• Provisional and final acceptance of construction works and supplies;
• Examination and counter-signature of re-imbursement requests as well as monitoring of guarantees;
• Support to the PEA in the overall management of the Program; and
• Reporting (including reporting on the Program indicators to the funding agencies)

The services of the IC shall be provided within the following main phases:

Phase 0: Support of the overall management of the Program (Design Phase, Works and Supplies, Tender and Implementation Phases);

Phase 1: Site Supervision of Works and Supplies; and

Phase 2: Assistance to the PEA during Defects Notification Period.
