Project
The Ministry of Water and Environment, MWE, is seeking to engage a qualified Project Management and Implementation Consultant, PMIC, to perform Consulting Services to support the Project Management and Implementation of a Water and Sanitation Programme in Northern Uganda, which consists of 3 different components.
Brief Description of the Contract:
Interventions are financed through 3 specific, financial streams with each having specific objectives and indicators. The 3 components are the following
Component 1 “Climate Resilience and Water Infrastructure for Refugees and Host communities in Northern Uganda” concerns the provision of sufficient, safe and sustainable supply of water and appropriate hygiene and sanitation infrastructure in Small Towns (STs) and Rural Growth Centers (RGCs). Requested services concern the support to the implementation partner in managing and steering local consulting and construction contracts including corresponding administrative and financial procedures. Under this component, also water supply for Yumbe Town Council shall be upgraded. Requested services for the implementation partner concern detailed design, support to procurement of construction services and construction supervision
Component 2 “Transformation of small and medium-sized, piped water supply systems to CO2-neutral operation” intends to contribute to an energy-efficient and increasingly CO2-neutral water supply in Northern Uganda. The main focus within this component shall be on selected water supply schemes in small towns and regional growth centres under the Management of the Northern Umbrella of Water and Sanitation (NUWS). Under this component existing water supply systems shall be converted to using solar power. For that purpose, the size of reservoirs, the yield of boreholes and the existing solar panel capacities shall be reviewed and optimised. One new water supply and sanitation system will be constructed. Requested services concern the support to the implementation partner in further project preparation, detailed design, support to procurement of construction services and construction supervision.
Component 3 EU WASH in Schools and Health Centers. The project objective is to improve inclusive access to safe water supply and sanitation (including Menstrual Hygiene Management Facilities) in schools and health centers, especially for girls and women. The flexible programme approach will focus on construction of WASH Infrastructure in selected schools, health centers in small towns and rural growth centres in Northern Uganda (sub-regions of West Nile, Acholi and Lango) as well as the construction of a Faecal Sludge Treatment Plant (FSTP). It will include Hygiene Promotion and Sensitization Campaigns, including formation and training of School Health Clubs and Health Management Committees. Requested services concern the support to the implementation partner in management and steering local consulting and construction contracts including corresponding administrative and financial procedures.
