CANCELLATION OF TENDER NOTICE!
Project:
The German Financial Cooperation engagement has focused on strengthening of the provincial health systems in selected provinces of Vietnam since 2006. The general objective is to improve access of the population (particularly poor and disadvantaged groups) to decentralised, needs-oriented and high-quality care services as part of an efficient referral system.The current Programme phase “Decentralized Health Care Systems” concerns the provision of medical equipment, its installation and related instructions in selected district, regional and provincial health facilities in Thai Binh province.
Requested Consultant Services:
The Implementation Consultant (IC) procured under this tender shall be responsible
Review preparatory studies and other documentation
Review and update the medical equipment list for each of the hospitals, prepare a consolidated bill-of-quantity (BoQ) and finalize itemized list of medical equipment with detailed technical specifications
Develop International Competitive Bidding tender documents in coordination with the PEA in accordance with the procurement rules and regulations of the Government of the Social Republic of Vietnam as well as the KfW Procurement Guidelines;
Implement ICB procedures for medical equipment including supporting the evaluation of bids and preparation of evaluation reports compliant with KfW Procurement Guidelines requirements;
Support contract negotiations, provide bidder debriefings as required and address potential bidder complaints.
Verify completion of pre-installation works before delivery of equipment (if any), supervise during installation, commissioning and (preliminary) acceptance of equipment and supervise technical user training to be delivered by the suppliers during installation and commissioning of the equipment and provide additional ad-hoc clinical and O&M training as required; and
Support PEA in financial controlling, disbursement management, monitoring and reporting in accordance with KfW standards and requirements.
