Brief description of the Contract
In order to improve the living conditions the Mongolian Government has requested financial support from the German Government, represented by the Federal Ministry for Economic Cooperation and Development (BMZ), for an investment project with the goal to improve the energy efficiency of existing public buildings (focus shall be on kindergartens and schools) in the ger-areas of Ulaanbaatar. Through this project the heat losses of public buildings shall be reduced, thereby avoiding overall greenhouse gas emissions and local air pollution stemming from carbon-based heating facilities. Furthermore, the indoor air quality of the buildings shall be improved to reduce detrimental health impacts on children and school staff. Where required the works shall also include the improvement of building facilities like heating, electricity and water systems. During the Intergovernmental Negotiations 2018 between Mongolia and Germany, BMZ committed up to 22 million EUR for this project as well as 2 million EUR for accompanying measures.
In order to assess the feasibility of the project as well as to provide a detailed concept for implementation, KfW intends to commission a Feasibility Study on behalf of the Mongolian Ministry of Environment and Tourism (MET).
The study will serve as the basis for project appraisal by KfW.
This advertisement for prequalification refers to the Feasibility Study. The Consultant shall develop a feasible concept for the implementation of the project “Improved Infrastructure for Reduced Air Pollution in Ger-Areas of Ulaanbaatar”.
