Germany Institutes Electronic Medical Records

Data on publicly insured patients will now automatically be registered electronically unless those concerned opt out.

The new rules, which are being tested out in a pilot phase in the regions of Greater Hamburg, Franconia, Westphalia-Lippe and North Rhineland, are expected to significantly reduce healthcare bureaucracy.

Physicians, pharmacists and patients will be able to access information, including diagnoses, test results and prescriptions. As of mid-2025, data can also be shared with the Health Data Lab (HDL) at the Federal Institute for Drugs and Medical Devices.

“The reform will promote the exchange and use of medical data and support medical treatment in targeted fashion,” said the German Ministry of Health in a statement.
