Brief description of the contract:
The services requested under this assignment are as follows:
The second phase of the project involves the rehabilitation of a yet to be defined number of health facilities destroyed by the 2015 earthquake based on a priority list of the Ministry of Health and Population (potentially subject to further changes based on the currently ongoing phase I). In addition, these facilities shall receive medical equipment, training of staff, and the project shall also include managing environmental, social, health and safety aspects. The Consultant shall be responsible for the support of the PEA in the implementation of the measures of the project.
The call for tenders aims for cooperation between an international health consultant and an experienced national partner.
The Consultant shall identify health facilities to be included into the recovery programme based on the pre-feasibility study, additional requests from the Ministry of Health and Population, and on actual as well as future needs of the Nepalese health system. Those health facilities shall be rehabilitated and equipped within the given time frame of 42 months and the given budget of EUR 10m. All facilities shall comply with the requirements of the Environmental and Social Management Plan during construction works and when operational.
The three main areas of activity comprise, but are not limited to, the following.
- Health facility assessment and planning, in order to identify facilities that are most needed for the forecasted developments in the Nepalese health system;
- Engineering, design and construction supervision to ensure an effectual realisation of the project and compliance of all facilities with the requirements of the Environmental and Social Management Plan (ESMP);
- Institutional expert support to ensure proper operation of the project, including the introduction of eHealth / digital services.
